Dining Programs allow you to link your card with a single program and earn extra points every time you swipe your card at one of their partner restaurants. These programs earn you anywhere from 3-5x points per dollar spent at partner restaurants with the loyalty program the card is linked with.
*Because they are all part of the same program, you cannot "double-dip," you have to choose one program.*
The points your earn with the dining program will be on top of the points you already earn with whatever card you use. This includes cards that don’t earn points as well. You can link a debit card or any credit card and still earn points with the dining program. The best part is that once the card is linked to the program, all you have to do is spend, nothing else. You will be given the points once the purchase is confirmed.
For Example, I live in Las Vegas; if I link my card with Marriott Eat Around Town Program and I go to the restaurant Echo and Rig, this is a partner restaurant. If I spend $100 on food and drink and use my Chase Sapphire Preferred and spend $100. I will earn 300 Chase points (3x Dining) and will also earn 400 Marriott Points (4x points through Marriott Eat Around Town).
Because it’s a card linked program, you can just dine as normal and you will just get the points whenever you happen to go to one of those restaurants.

Bilt
You can sign up for Bilt dining through the app. You only need a free account, and not the credit card.
The most important part is choosing a loyalty program that is valuable to you. Even though Marriott program would earn me more points, I value other points more (because they'll go further). So, I have my cards linked to Atmos Rewards dining. I also use my Atmos Summit credit card that earns me 3x on dining.
So, at a participating dining program, I earn a total of 6x Atmos Rewards points! Arguably, Bilt is the better move since that would earn me points I could transfer to Atmos or many other partners. However, as part of Atmos dining, there is a VIP level where I will earn 5x on dining programs (total 8x!) after 11 visits to different dining program locations.
